Digital Libraries in Telangana Universities: A Systematic Review of Challenges, Opportunities, and Implementation Trends

Abstract

Digital libraries have emerged as a critical component of higher education institutions, enabling improved access to academic resources, supporting teaching–learning processes, and strengthening research productivity. In the context of Telangana, universities are increasingly adopting digital library systems to cope with growing student populations, interdisciplinary research demands, and rapid technological advancements. This systematic review examines the challenges, opportunities, and implementation trends of digital libraries in Telangana universities by synthesizing evidence from government reports, institutional documents, and peer-reviewed studies. The review identifies key challenges such as inadequate ICT infrastructure, limited financial resources, uneven digital literacy among users, copyright and licensing issues, and resistance to technological change. At the same time, it highlights significant opportunities, including enhanced accessibility to e-resources, support for remote and blended learning, improved research visibility, and efficient knowledge management. The study also traces implementation trends, noting a gradual shift from traditional library automation to integrated digital platforms, consortia-based subscriptions, and the use of institutional repositories. The findings suggest that while digital libraries in Telangana universities are progressing steadily, their effectiveness depends on strategic planning, continuous capacity building, and strong institutional support. The review concludes by emphasizing the need for policy alignment and sustainable investment to fully realize the potential of digital libraries in higher education.
